@Grahame Grieve, the publisher is failing expanding a very simple value set - all descendants of a code within an IG-defined code system. As a result, I'm also getting a bunch of other validation errors. well, now that I've fixed the bug that meant I vouldn't build it (it cannot be building on the ci build, so there's some other bug there), of course it doesn't understand that filter

there's several bugs there but the filter itself is invalid - it refers to a non-existent code
