Have we covered how HL7 plans to use package ids across fhir versions?
e.g. US-Core which was DSTU2 and US-Core-R4 which is on R4.
Are we just appending -R4 to the end?

my current advice is that US-Core R4 is just the next version of the IG, and so it won't say -r4 in the package id
