Guides like http://build.fhir.org/ig/HL7/patient-reported-outcomes/downloads.html contain a package.tgz where the OpenAPI file is empty (well, it contains a single line of text: the path to a file, rather than expected contents). Is this a known issue @Grahame Grieve ?
