The next release of the IG publisher will support two new parameters in the IG resource, no-narrative and no-validate. They are documented here: https://confluence.hl7.org/display/FHIR/Implementation+Guide+Parameters
in addition, they can be passed as command line parameters -no-narrative and -no-validate, along with a comma-separated list of values.
