I'm trying to specify an expression language mime type as text/x-apelon-tql, but the publisher actually errors out if I use that as the value for the language element of an Expression. It only allows the text/cql, text/fhirpath, etc. defined in the base value set, even though the value set is marked Extensible.

ok that's a serious problem - the reference implementation itself is broken, and I can't solve that in time to make any difference to the ballot. So we'll have to ballot without that
