I'll be migrating from the current json configuration file to the implementation guide structure once the ballot is published. This will be a hard migration - everyone will have to do it when the tool migrates.
The migration will be a two step process - the tool will start generating a new implementation guide that will be the correct input, and then after a while, it will stop accepting the json file and require the new correct input
