Is there a reason why linking from a ValueSet's concepts to the concepts defined within the corresponding CodeSystem in an IG works only if the CodeSystem has got CodeSystem.content=complete? see http://www.hl7.org/fhir/valueset-codesystem-content-mode.html
Why wouldn't it work for e.g. fragment?

Simply, by having a code system with CodeSystem.content=fragment and a value set that includes that code system.
