Presently, this has cardinality 0..1, but it should be 1..1. This is sufficiently mandatory now that I went back and assigned already published IGs a package Id and regenerated them...

Does this need to be true for IGs not published through HL7's processes? We need to be careful about distinguishing between HL7's expectations and what others might need/want

PackageId at what level? There is one in the definition and one above the definition as I recall. I needed to have one in the definition to get it to work.
