@Josh Mandel, any idea why notifications aren't showing up?

Actually, I mis-spoke. There are two pacio IGs, one building, one not. The function IG is failing because Resource CapabilityStatement/pacio-cs not defined. However, still not sure why notifications aren't showing up...
