It could by convention, but different IGs will have different conventions - one page for release, one page with everything, release notes listed on the home page.

i suggested a while back having jira fields that get converted to a markdown lnclude file to go in designated place. I stick everything in the history file so it avoid the validator and is in same place as version hx. Gets a little long though.
