For example we have a project IG which relies on the government IG. We will need to determine whether the dependency is on the v1 or V2 of the government IG.

So a v2 of a profile (say BEPatient v2 vs BEPatient v1) is actually another StructureDefinition, which is part of a different ImplementationGuide.
