I am getting a warning that my CodeSystem is not supported (Which is fine, it is an external system that can't be validated.
But then I am getting an error that the code is not in the valueset (that only points to that code system.
On one side it says it can't validate and on the other it says my code is invalid (which it is not). (If it can't validate, how can it say the code is invalid?)

I have spent several days on this and am completely lost. This seems to be a showstopper for going to ballot.

this is the same bug I've already fixed but not yet released - if you define a code system with no content in the IG, tx.fhir.org will take it as gospel when you do validate-code
