Composition.confidentiality has a required binding to http://terminology.hl7.org/ValueSet/v3-ConfidentialityClassification
(in the base resource). In the core spec and in tx.fhir.org the value set version is '2014-03-26'. But in processing the example document bundle instance IG Publisher gives a warning (not an error) looking instead for version '4.0.0':
ValueSet http://terminology.hl7.org/ValueSet/v3-ConfidentialityClassification|4.0.0 not found
I assume this is probably being treated as a structural element because of the required binding in core? But in this case the value set version isn't (or hasn't yet been) tied to the FHIR release.
