I have an IG with only text, no FHIR artifacts (yes, this is truly OK and FMG approved). The issue I'm having is that the IG Publisher doesn't like it because it the IG resource requires 1..* ImplementationGuide.definition.resource.reference. This should probably be changed to 0..* issue filed but in the meantime, does anyone know of a workaround? I added nonsense value set just to silence the error, but that seems silly.

There's an approved change request to do exactly that, but it hasn't been applied yet

Is it "not liking" as in blowing up, or just raising a QA error? If the latter, drop your bogus value set and just ignore the QA message
