We have a profile on consent that is getting this error:
if identifier.system is ''urn:ietf:rfc:3986'', then the identifier.value must be a full URI (e.g. start with a scheme)

The IG does not add any profile examples. It is coming from the base spec. Is this something I can fix?

Nope. It's a problem with the core spec - there's an example on the resource that's invalid and there's no way to get rid inheriting it in your profile right now unfortunately.
