Next week's FHIR-I telecon (Monday 3pm eastern US) will be focused on the IG resource. Here's the topics I know about that will be discussed (though we need to make as much progress as we can this week here):
- cross-version support in IGs
- templates

my proposal for cross version support is:
- make ImplementationGuide.fhirVersion 1..* instead of 0..1 (I don't know why it's 0..1 instead of 1..1 now)
- extend the packaging spec for this - not sure how
