@Lloyd McKenzie would you consider adding something to the IG template that would create a page that lists all of the external value sets (or at least the VSAC and PhinVads ones) that are bound to profiles in the IG? (Or would this be an IG Publisher ask?)
Right now when you have a whole bunch of external value sets there is nowhere to see a listing of those value sets so we're having to create a page manually. Thinking something like this: https://build.fhir.org/ig/HL7/fhir-bfdr/terminology.html

It would be more straight-forward (and efficient) to do it in the publisher. What constitutes 'external' - not defined in the current IG, or not defined in the IG inheritance hierarchy? If the latter, do we only list 'net new' externals (those not referenced in dependency IGs) or do we list all externals, regardless of which layer they got introduced in?

I'd say not defined in the current IG. i.e. anything that would show up on the artifact index page if you had defined it in the IG.
So basically anything that has a binding in the current IG.
