IG Publisher says it cannot find the V2 ValueSet 0136:

No value set found at Observation.component:extraOxygenAdministration.value[x]:valueCodeableConcept (url = 'http://hl7.org/fhir/v2/0136')

Is that up to me download and include in the set for this one?

that's not a value set url there - that's the code system url
