FHIR-I/SDC agreed to add a "design comments" extension that would allow embedding design notes at various places inside a questionnaire. However, this seems like something that could potentially be relevant for other infrastructure resources - e.g. value sets, structure definitions, perhaps even examples. Should we expand the scope to allow its use in other specific places? Widen it out to a context of "Any"?

Hard to ask for comment for an extension. Easy enough for us to change during the ballot process. I'll raise a separate tracker item so it's on our list.
