When attempting to publish HAI LTCF IG, after adding a dependency to HAI, we're getting the following error:
Load NHSNHealthcareAssociatedInfectionReports (http://hl7.org/fhir/us/hai) from hl7.fhir.us.hai#2.0.0 (00:19.0585) Publishing Content Failed: Unable to find the file other/spec.internals in the package hl7.fhir.us.hai (00:19.0587)
When downloading HAI's package.tgz, the package is missing file other/spec.internals.

@Grahame Grieve do you have any ideas what is going wrong here - we are having problems with adding a dependency to the HAI IG from another IG...
