I want to define a profile on the US Core Condition profile where I give my selected set of condition codes. My approach was to define a minimal value set to be mine and let the existing binding on US Core Condition be the maximal value set.

Maybe the question could be asked differently -- if I define a profile against the US Core Condition and declare an extensible or preferred binding of Condition.code to my restricted Value set, does that automatically make the US Core Condition.code binding be a maximal binding?

no, you have to state explicitly that it's your max binding, since the US core binding is extensible
