GF#20513 proposes that we add a new "termsOfUse" element to Meta (which will cascade to most 'knowledge' artifacts). In the FHIR-I discussion, we identified that we're not at all consistent with how we populate the current 'copyright' element. Sometimes it reflects the copyright of the artifact itself (suitable for displaying in an artifact footer - e.g. "(c) 2019 Some company"). In other cases, it summarizes the the copyright expectations of artifacts that are referenced. Measure.disclaimer sometimes gets used for the same purpose. We probably need some consistency, in particular to allow consistent rendering.

For an IG, we have put disclaimers, a copyright notice, and acknowledgements in an extra tab (a sibling to Home and Profiles). That does not work for the resources created in conformance with the IG.
Meta looks good to me. Using Meta works whenever copyright notices and terms of use are extra data about a resource, but not when they are part of the resource. Are they ever part of the resource?

Generally terms of use would remain consistent as the resource moves from server to server. (That's different from privacy constraints)
