Stream: IG creation

I can no longer build my IG guide (not even locally). I get this error
[get] Getting: http://build.fhir.org/org.hl7.fhir.igpublisher.jar
[get] To: E:\Ruby25-x64\IG_Publisher\PHD\src-generated\org.hl7.fhir.igpublisher.jar
[get] Error opening connection java.io.FileNotFoundException: http://build.fhir.org/org.hl7.fhir.igpublisher.jar
I am guessing the publisher has moved and I will need to change something in the 'bat' file. I am using Lloyd's framework.
