I'm getting a consistent 500 from the terminology server with the following error:
Access violation at address 0000000000CB71B9 in module 'FHIRServer.exe'. Read of address 0000000000000018

This is not happening after I changed the file but in case someone wants to reproduce this error, it was happening with this commit by the file input/resources/valueset/valueset-cui-mark.json:
