There is an HL7 Project Called Common Clinical Registry Framework that is beginning to look at how FHIR could be used to support the work - https://www.hl7.org/implement/standards/product_brief.cfm?product_id=467
Da Vinci also has a project around Data Exchange for Quality Measures that we believe could support registries - http://build.fhir.org/ig/HL7/davinci-deqm/index.html
