We're currently using application/x-ndjson

we have a ballot comment saying that we should use application/fhir+nd-json

I prefer that

this is from the page http://build.fhir.org/nd-json.html, which is labelled as a normative candidate. I think that' s my mistake....

I'm going to get FHIR-I to make it non-normative. So that issue is ok, but we should still talk about the actual question

I'd think we would want to parallel the content types for FHIR json too.

The current draft of the $export operation documentation at https://github.com/smart-on-fhir/fhir-bulk-data-docs/blob/master/export.md specifies a content type of application/fhir+ndjson for the files, and states that for the _outputFormat parameter, "Servers should support the full content type of application/fhir+ndjson as well as abbreviated representations including application/ndjson and ndjson."
