One issue that I don't think is addressed in the $export spec is that the set of exported resources should be in a consistent state from a single point in time. If they're not, it opens the door to dangling references and combinations of resource state that violate business logic. Is this something that has been discussed before?

That is the case, its the date-time that's include in the status output. - transactionTime
