I'd love to see more of this. We established a bulk publication pattern for SMART Scheduling Links at https://github.com/smart-on-fhir/smart-scheduling-links (e.g., https://github.com/smart-on-fhir/smart-scheduling-links/blob/master/publisher-repository/cvshealth.json with CVS locations and appointment slots; clients can poll https://www.cvs.com/immunizations/inventory/data/$bulk-publish).

Thanks @Josh Mandel I will check out those links. I'd much rather be able to perform an $export than have to get back large amounts of data through multiple queries and examination and no one is going to turn off _count and paging just because we want them to, and I'm not suggesting they should.

Indeed! My general sense is that for a lot of public data accessibility use cases, just providing a simple data dump that is easy to consume in a static format represents the efficient frontier
