No, that's a US-only CodeSystem so it is not generally used outside of the US.

Each of the EU countries have their own sets of codes.

I believe that Germany is using a code set they call PZN

You may want to look at IDMP which is trying to bring a global solution for that (the 28th standard that will fix all the other standards)..

I am preparing FHIR data for a mocked use case for transferring clinical data from EU to US. My goal is to show some data difference between EU and US. I know that Germany does not use SNOMED nor RxNorm. That why I pick Germany.

identification of ,edicinal products across countries (e.g. US tu EU) is way IDMP is being implemented.
Previous initiatives have relied on identification via ATC codes which is not ok.

three initiatives in EU around that that I can remember:
1. epSOS project made a first hit (via ATC, learning that ATC is not good)
2. openMedicine exposed that it is possible to do better
3. International Patient Summary has a medication section, not sure if they point at a solution - i think they rely on IDMP's expected arrival
