there is also a thing called Schedule but I think that is just an american way of saying "this is a very special category"

Not sure what it might be called in Europe, but each regulatory authority and perhaps even a jurisdiction will assign a drug to a schedule or status as to the regulation around it. For example, is a prescription needed or is it Over the Counter, is it a controlled substance (there are multiple levels). The schedule may vary within a country as well - for example, in Canada, Health Canada will assign the over all status, but provinces can decide to be more restrictive (but not less). This information goes in medicationknowledge.regulatory.schedule

yes, and inside the institutions these rules may change - but this is not called scehedule here, that is why I find it strange to have this attribute - i would use Category (because that's what it is and "Schedule" doesn't seem to be used here).

These relate to controlled substances, but they can also relate to whether a drugs requires a prescription or is over the counter in a given jurisdiction as well.

I would reserve "schedule" as the official category.
For finer or more local categories like "does require pharmacy validation" or "only to be dispensed in pediatrics if emergency" I would use only classification.
