I've been approached by a team that is thinking of digitizing medication brochures, and are looking into JSON or XML formats. We'd love for the project to be done using FHIR, but cannot find relevant FHIR resources for the medication brochures by the manufacturer. Is there any work being done that we should be aware of? Are we missing something?

you can look at MedicationKnowledge - it allows you to specify the medication and include the documentation. If you are actually trying to model the brochure itself, then that would be a FHIR document and I'd look at Composition.
