The Security WG would like to improve the FHIR specification around Signature datatype, and Bundle / Provenance use of Signature. We have outstanding issues (e.g. how to handle references and metadata) outlined on the wiki http://build.fhir.org/security.html#signatures
I understand that there has been some Trial Use of signature that may have created further refinement, such as exclusion rules.
