note my thinking is for a message that explains the reason for the stream, and if it is a workgroup stream it could be that message we are discussing elsewhere that explains what the workgroup is currently doing

So, the answer to this is that we have a redesign of the top-center navbar of the webapp that should be in production in the next few days that is intended to resolve this by showing the "stream descriptions" front-and-center there. Here's a screenshot of what it looks like on chat.zulip.org:
