Topic: Validator warnings about language

I built with the igPublisher an IG containing an example that sets a value for Resource.language, but has no narrative elements (e.g. Resource.text)
The validator gives the warning "Resource has a language, but the XHTML does not have a language tag".
I agree it should warn when narrative elements do not have a language tag.
Should it warn when there are no narrative elements at all?
