For example, latest Forge releases (21.0) for both STU3 and R4 now support authoring OperationDefinition and SearchParameter resources. Also download links seem to be missing.

Yup, we have added support in both STU3 and R4 releases. We may add support for other definitional resources, based on customer demand.
