Is there any tools that can help me manually create a FHIR instance? For example, if I need to create a Patient instance, the tool generates a default instance FHIR profile so I can just fill in the data directly. This could be either GUI based or JSON file based. If GUI based then it should be able to create JSON file.

https://github.com/smart-on-fhir/fred is great for this but lacks R4 support

Can create as many patients as you need using Synthea
