Looking at FHIR NPM packages I have noticed that some have StructureDefinitions present that include snapshots, and others don't (depends on the toolchain I think).
Would it be sensible to make the presence of Snapshots a requirement for FHIR NPM packages? It would alleviate a lot of additional work by downstream tooling.

Thinking through what the impact on our upstream tool chain would be, but I agree it would be easier downstream! I'll come back to this.
