It does not seem I can create an issue in new JIRA. Am I doing something wrong?

First, do you have an account? There's a link to do that at the bottom left of the home page (http://jira.hl7.org). If you've got an account and are logged in, what steps are you taking to create an issue and what issues are you seeing?

Yes I do. Click on Create on top, filled all required and not so fields, trying to click Create at the bottom but nothing is happening.

Hmm. There shouldn't be anything mandatory on the second tab for a create. I'll investigate.

I am tracking this and have a ticket out with Atlassian Support currently with the caveat "very impacting to production system".
