I have released updated versions of the Notepad++ Plugin and the FHIR Toolkit today. Both feature support for the current ballot release. in addition:
- the notepad++ plug-in now comes in both 32 and 64bit versions
- the FHIR Toolkit supports active questionnaire extensions in the questionnaire editor

major caveat: there's no OSX version; I have to fix something in the OSX release pipeline
