Hmm, good question. I don't think we have a feature that does that specifically, but you could of course build it with the Zulip API.

Would it send email for every message, including our responses to the people who respond in #Announcements asking them not to talk in #Announcements :-)

It's possible this could almost be done using zapier--- but @Tim Abbott does Zulip have a form of outgoing webhook that lets you send an event for every message on a channel? Or only when the bot is specifically mentioned?

Yeah, that's probably a more reliable pattern (receive a message, query the server to see if it's the first one on its topic). This all might make more sense if we allowed a limited set of posters on #Announcements. Even if we strip out the discussion/responses, there are whole threads that just... shouldn't happen on that channel.

what would be good is not to have newbies post on the stream. @Tim Abbott can we restrict a stream to people who've posted X number of messages elsewhere?

The "Full members" option might be what you want, if you don't want to limit announcements to administrators; you can require they've had their account for 2 weeks or whatever period makes sense for you.

Our experience in chat.zulip.org is that setting being enabled eliminated accidental sending to our announcement stream from newbies.
