I would use apps as a secondary source.
IMHO the first place to look at should be the original documents, like (for solid tumors):
https://cancerstaging.org/references-tools/deskreferences/Pages/default.aspx (for the Americas)
http://www.uicc.org/resources/tnm (for the rest of the world)
Never forgetting things like Ann-Arbor for certain non-solid tumors and eventually the myriads of very specific classification systems
