Topic: Does a server have to host copies of canonical topics?

We've got a great example SubscriptionTopic. It describes a patient admission Topic.
As a FHIR server, would it be valid to allow clients to post a subscription on my server in which topic.reference equalled http://argonautproject.org/subscription-ig/SubscriptionTopic/admission ?
Does a FHIR server need to host a copy of all the SubscriptionTopics it supports? (How else to support discoverability of topics?)

Yes, the current system is designed so that a server hosts all of the SubscriptionTopics it supports (and yes, this was for discoverability).
I have it as a talking point for discussion a few times, but nobody has felt strongly one way or another (e.g., it's fine).
Thoughts?
