Note that we've got our own zulip channel at: FHIRcast.
Yes, FHIRcast is a project sponsored by the Imaging Integration working group. There are fairly regular reports on the progress of the specification during this wg's regular calls.
We're hoping to work towards an initial ballot at the January HL7 meeting. There's still at least one major feature that needs to be added to the specification and tested at a connectathon. The next connectathon is in Sept, see: http://wiki.hl7.org/index.php?title=201809_FHIRcast

Thanks Isaac! We are evaluating FHIRcast for our context management solution thus the questions regarding its ballot status and governance process. I will subscribe to the FHIRcast zulip channel.
