registry.fhir.org is for conformance resources. This is just a list of published implementation guides - a much higher level construct.

last time I asked about this, I was told that it was only for HL7 authored IGs, thus IHE ended up on http://wiki.hl7.org/index.php?title=FHIR_Profiles_from_other_Organizations

this is for all IGs. They don't have to be using the HL7 IG publishing tooling, no.
