Below please find the block vote on various DocumentReference gForge trackers prepared by John Moehrke. Since this is the first post-ownership-shift block vote for DocumentReference, this e-mail is shared across OO, StrucDoc, FHIR-I, and IHE. The block vote will occur during the Thursday, October 10, 1-2 ET OO conference call. Any pulled items would primarily be discussed during the OO on FHIR calls on Tuesday-s 2-3pm ET, unless the main call is needed to resolve any remaining issues.

Yep, and it completely ignores the fact that some CDA documents (and therefore some content that could also show up in FHIR) is written for an intendedRecipient. See /ClinicalDocument/informationRecipient. It's not a function of transport, it's something that is completely relevant to the context of the information being communicated .

by that logic EVERY resource in FHIR should have that element. Yet everywhere there is a separation of object from communication or transport.
