If you're asking if two codes in the same code system can have the same display text, then yes, they can. The display text is primarily for human consumption. The said, if there is a meaningful difference between the codes (and usually, within the same system, there would be), then it's probably best practice for their display text to be specific enough to capture that difference.
But I'm not sure I'm even answering the right question here, especially since I'm not sure how it pertains to CQL.
