Which specific JSON files are you referring to? There are
- ELM JSON files, which are not intended to be FHIR resources
- valueset-db.json, which is an internal value set cache format (but I suppose could have been represented as a FHIR bundle of value sets)
- FHIR bundles for test patients (which should be standard FHIR resources)
