We're seeing a number of tests (eg /FHIR3-0-0-Basic/A-C/CodeSystem/Client Assigned Id/CodeSystem-client-id-json) that check the content-type header on create/update/delete operations even when the body is empty. If our server is not returning a body, we don't want to be forced to include a content-type header that doesn't actually apply.

Michael, thank you. I have created an AEGIS internal Touchstone JIRA tracking ticket for this issue (TS-311). We'll start working on this next week.

@Michael Lawley We have just completed deploying the updates to the FHIR3-0-0-Basic test group TestScripts so that they now implement conditional asserts that address this issue (TS-311). Please re-run this test at your convenience.
