You actually added a .xml file though. We don't process .xml. Needs to be converted to .json.

Actually the bundling tooling did pick it up and converted it to JSON for the bundling

Just talked to Josh and he said: "Yeah, it'll read any resource as xml and output whatever encoding is specified for the bundle" (we're defaulting to json).
So... apparently, that's known and expected behavior... for everyone but me.
