The valueset pages give "404 not found", and downloading the HCS needs login to the HL7 site.

I figure that is the problem.. but I was told those changes were done already... so I figure this must be one forgotten.

@Grahame Grieve was this simply accidently missed because of the html way it is referenced? I think the places where a valueSet was used in the spec it worked out to http://hl7.org/fhir/R4/valueset-security-labels.html
